Aren’t ‘Article 370 of the Constitution of India’ and the Presidential Orders purported to be dependent on it, just as relevant as the Criminal Law (Amendment) Act, 1938? – A succinct inspection.

Pradeep Kumar Sharma[1]

ABSTRACT

Even 67 years after India’s Independence, the country’s statute book has been still bearing the burden of a law which provides for punishment to those who dissuade people from taking part in a war in which the “British Empire” is involved. The Criminal Law (Amendment) Act, 1938, framed just before the World War-II that started a year later, is one of the 73 obsolete laws recommended by the Law Commission for repeal, in 2014. Article 370 of the Constitution of India has been universally agreed to violate fundamental rights guaranteed in Part III of the Constitution and proven itself to be ultra vires the basic structure of the Constitution of India. The politicians of Jammu and Kashmir are credited with carrying this ‘Human Rights violative law’ 60 years after it was scheduled to be repealed. They cry foul to even a debate on its uses, due to the fact that it is the largest mechanism of perpetuating political fraud by allowing the executive to perform the functions of the legislative- a classic violation of the ‘Separation of Power’ doctrine. This research paper will inspect the same in reference to a recent controversial court judgement that has shaken the faith of the Indian people generally and Indians of Jammu and Kashmir in particular.

Abstract: The aim of the present paper is to analyze the production and export performance of major Fresh and Dry fruits in Jammu and Kashmir. This paper will also give some suggestion for increasing the production in Jammu and Kashmir. The Regression analysis has been done in order to see changes in production during the study period. Under the changing agricultural scenario, it has been realized that the horticulture sector plays a vital role in providing livelihood security to the farmers globally. Area, production, productivity and export of horticultural produces are vital for increasing farm income and overall employment in the agricultural sector. Horticulture in recent years has emerged as an important and viable option in agriculture and has transformed the subsistence level of farming into a high value commercial enterprise. Horticulture crops provide food and nutritional security, generate employment, maintain ecological balance and provide raw materials for agro-processing industries, thereby improving the economy of state. * Dr.Sr.S.Sahayaselvi

Abstract

The short-sightedness policy of economy, commerce, and production inject the slow poison to people, flora and fauna in the name of pollution. The gravest effects of all attacks on the environment are suffered by the poorest especially in case of marine pollution; it is the fisherfolk of any country. Fishermen who are considered to be marginalized and backward in all aspects- socio, economic, educational, cultural and even political suffer a lot due to marine pollution in terms of health and loss of fish stock. Therefore this paper is an eye opener for the readers to know that how far marine pollution bring havoc in the life of the coastal inhabitants and bring danger to their livelihood. Results from 225 sample respondents indicate that how the marine water is polluted due to domestic and industrial sewage water and bring danger to fishermen community in the form of health hazards. This paper too offers few suggestions to the government and the well wishers of the fishermen to take care of marine sea with far sightedness which protects the life of quarter of the world’s population lives on the coast or nearby and that the majority of our megacities are situated in coastal areas .Otherwise14.47 million fishermen may be washed up and peril in the marine pollution.

ABSTRACT

The purpose of this study is to investigate the factors influencing on turnover intention and how employee engagement mediates the relationship among three independent variables (IDVs) Employee Empowerment, Transformational Leadership and Innovation with turnover intention. Data is collected with distribution of questionnaire to Gen. ‘Y’ academicians working in higher education institutes of KSA. The study will adopt quantitative approach to test the hypothesis with the help of some statistical analysis such as correlation & regression. This study is believed to enhance the literature gap, since, not much research emphasized on mediating effect of employee engagement on turnover intention among Gen Y academicians in KSA HEIs context.

GEOGRAPHIC INFORMATION SYSTEM IN ENVIRONMENTAL PLANNING

Ms. Rutuja Prashant Lele

College of Engineering, Shivaji Nagar, Pune, Maharashtra

motirutu@gmail.com

ABSTRACT

Making decisions based on geography is basic to human thinking. By understanding geography and people’s relationship to location, we can make informed decisions about the way we live on our planet. A geographic information system (GIS) is a technological tool for comprehending geography and making intelligent decisions.

GIS organizes geographic data so that a person reading a map can select data necessary for a specific project or task. A thematic map has a table of contents that allows the reader to add layers of information to a base-map of real-world locations. .

GIS maps are interactive. On the computer screen, map users can scan a GIS map in any direction, zoom in or out, and change the nature of the information contained in the map. They can choose whether to see the roads, how many roads to see, and how roads should be depicted. GIS applications can be embedded into common activities such as verifying an address. From routinely performing work-related tasks to scientifically exploring the complexities of our world, GIS gives people the geographic advantage to become more productive, more aware, and more responsive citizens of planet Earth. For any development project, the protection of water resources is extremely important. Construction over the drainage path or watershed can affect the water resources of the region. The establishment and maintenance of buffer zones along shorelines or streams is a common management practice used in ecological and environmental planning. The buffer analysis tool in GIS helps in setting buffer zones for the water bodies.

Environmental planning also addresses risks of natural hazards and disasters. The use of environmental and GIS data to construct a flood hazard map has been done for many projects.

BUDGETING SYSTEM IN ETHIOPIA: PROGRAM BUDGET SYSTEM

Tefera Asefa Moreda (MPMP)

Lecturer and Department Head, Public Administration and Development Management, collage of Business and Economics, Dilla University SNNPR

Email: teferaasefa@gmail.com

Abstract

Program budget system is one of the results of the budget reform which is the part of public sector financial management reform initiatives. Different budgetary reform were undertaken in developed as well as developing counties, but most extensively in OECD countries. In the case of Ethiopia, program budgeting system was introduced recently under the expenditure management and control program (EMCP) which is one of the sub-programs of the public sector reform. This budgeting system was not as such applied and implemented in government institutions and levels. In Ethiopia, successful implementation of program budget system has been faced different challenges. Ethiopian government started the program budget without considering necessary condition for the successful implementation of the program. Important institution and institutional framework are under developed in Ethiopia. Despite some progress in introducing program budget at federal level, Ethiopia faced different challenges in successful implementation of the reform program. Lack of sufficient training to the public personnel, absence of basic infrastructures (IFMIS, accrual accounting system and new institutional set-up) which support the reform program are not yet developed and improved in Ethiopia
